Nalin Prabhat will take over from the current officer, RR Swain, a 1991 batch officer, who is scheduled to retire on September 30.

Nalin Prabhat is an IPS officer from the 1992 batch, originally belonging to the Andhra Pradesh cadre.

In response to mounting criticism over ongoing terror attacks in Jammu and Kashmir, the central government has made a sudden and significant decision regarding inter-cadre deputation. Director General of the National Security Guard (NSG), Nalin Prabhat, has been transferred to the AGMUT cadre, only to be appointed as the next Director General of Jammu and Kashmir Police within twelve hours.

The AGMUT cadre—Arunachal Pradesh-Goa-Mizoram and Union Territory—falls under the jurisdiction of the Ministry of Home Affairs. Nalin Prabhat, a 1992 batch IPS officer from the Andhra Pradesh cadre, will succeed RR Swain, a 1991 batch officer who is set to retire on September 30.

According to an order issued by the Ministry of Home Affairs, Prabhat is being dispatched to Jammu and Kashmir with “immediate effect” as the Special Director General of Jammu and Kashmir Police. Following Swain’s retirement on September 30, Prabhat will assume the role of Director General of Police (DGP) for the region.

A senior official from the Ministry of Home Affairs highlighted that Prabhat’s extensive experience in Jammu and Kashmir, where he has served in various capacities for over twelve years, makes him well-versed in anti-terror grid operations. The government acted quickly, anticipating the imminent announcement of elections and aiming to establish a solid hierarchy before the election code of conduct comes into effect.

Prabhat brings a wealth of experience in law enforcement, particularly in conflict-prone areas. His previous roles include Additional DG of the Central Reserve Police Force (CRPF) and Inspector General of CRPF in Jammu and Kashmir, where he gained deep familiarity with the region’s security dynamics.

Prabhat’s distinguished service record has earned him several accolades, including the Police Medal for Gallantry (three times), the Parakram Padam, and the Police Medal for Meritorious and Distinguished Service.

Born on March 14, 1968, in Thungri village, Manali, Himachal Pradesh, Nalin Prabhat is an alumnus of St. Stephen’s College, Delhi, holding both a BA (Honours) and an MA. His career spans key roles in both Andhra Pradesh and the Union government, where he has been recognized for his leadership and commitment to maintaining peace and security.
